More Applicants, Less Fit: Why Volume Still Does Not Solve the Hiring Problem

Recruiting teams are seeing more applicants. That should feel like relief. Often, it does not.

Instead, many teams are stuck in a strange middle ground: more people in the funnel, but no real reduction in search pain. Recruiters are still overwhelmed. Hiring managers still say quality is hard to find. Shortlists still take too long. Interviews still include too many weak-fit candidates.

The reason is simple. Volume and fit are not the same problem.

Employ’s 2025 Recruiter Nation Report captures this tension perfectly. Two-thirds of respondents said they were seeing more applicants per role, and 52% said getting more candidates for each open role had become a top recruiting priority. But almost half – 46% – still said not enough quality candidates remained one of their biggest obstacles.

That tells you something important: the market is not only suffering from a lack-of-volume problem. It is suffering from a filtering problem.

When more profiles enter the funnel, the cost of weak prioritization goes up. Recruiters have more resumes to scan. More summaries to write. More borderline profiles to discuss. More interviews to schedule just to confirm misalignment that could have been identified earlier.

That creates the illusion of activity without improving the quality of the shortlist.
